The UNA and UBC have put their signatures on an updated Neighbours Agreement.
The agreement clarifies the UNA’s relationship with UBC and provides a framework for the governance of the university neighbourhoods under the jurisdiction of the UNA.
The renewed and expanded agreement “reflects the ongoing commitment of both parties to provide municipal-like services, strengthen governance, and cultivate a vibrant university community for residents of the UBC neighbourhoods,” a UNA news release said.
Of note, the UNA said the agreement gives the UNA expanded authority to establish and enforce neighbourhood regulations such as animal control, parking, the use of public spaces, and noise control.
Building on the previous agreement, last updated in 2020, the 2024 version updates the framework of shared responsibilities and aims to improves financial transparency. The UNA said it also strengthens its ability to serve the growing campus population.
Changes include:
- Updated reserve funds and financial frameworks to ensure long-term sustainability and transparency in infrastructure planning and community amenities,
- Provisions that formalize collaboration on emergency response and preparedness for the safety and security of all residents,
- Detailed standards for the delivery of services like landscaping, road maintenance and public space management,
- New processes and practices for the handover of new areas, facilities and amenities for UNA responsibility.
“The signing of the 2024 Neighbours Agreement not only strengthens the UNA’s ability to continue delivering necessary services for our community, it also reaffirms the foundational partnership we have with UBC in building a thriving community for residents,” said Richard Watson, the former UNA chair who held the role during negotiations and signing of the agreement.
Michael White, UBC’s associate vice-president of campus and community planning, said: “The comprehensive update to the Neighbours Agreement highlights UBC’s commitment to strong relationships with residents and a partnership with the UNA that delivers services to support a growing campus community.”
